How cold can your temp's be lights off?

My lights off temp. is 19°C (OR 66°F). My lights ON is 24°C (75F) *checked after 15 minutes of lights on*. This is without the fan's (exhaust/oscillating) ON. Should I use a heater? Should the heater be in the box, or outside(infront of the passive intake)?

19c is more than good for lights off. Mine go to 14 - 13c at lowest and they are happy

Those are good temps. My lows go down to 60 F if you use an electric heater the red glow from the heater can effect flower set of some sensitive strains.
