Um.. you have a while to go till flowering process buddy. The next stage is vegative, THEN flowering.

Anything I say is out the top of my head, I might think im right but ill never say im never wrong.

so what if they wont be ready, if youre really that worried
they get 7-8 hours of light outdoors? so then get a few CFL's and keep them on for like 10-11 hours indoors. or just let nature take its course. dont worry bout it man youll be fine.

Dude, I certainy can understand your frustration. They do look small to me too. Even for 2 weeks old. You have a 400 watt light? how far away? Are you feeding them yet? what is your soil? I dont have an answer yet, just inquiring still. Do you have ventilation?
Peace

im working with a time frame otherwise i woudn't be worrying.

400w hps light a little more than a foot away. a fan is always blowing on them and i have started nutes but at half strenth. i think im gonna double the nutes next time i water. i cant ph test so i dont know wat that is but i always leave the water sitting so all the bad things can evaporate and my soil is just perlite and peat moss so that cant be the problem.

i just realized that i mite have been overwatering this whole time - would that make the plants small and droopy with some yellowish leaves???

Yeah dude, the waterings would make it droop, also foxfarm is pretty gentle, I'd up your dosage, didnt you say you used it 1/4 strength? This may be the cause of the yellowing leaves. Fix both of these problems and she'll perk up.
Peace
