How can i keep my plant under 10 inch and still make it flower

no point in growin if your not gonna at least try to do it half way right. i tried to get the point accross as best i could cause no one els seemed to and i tried to revisit it a few times but it sounds like this person still wants to use halogen desk lamps to grow pot. i tried, i put the info out there everything they need to know is in the links i posted but for some reason, idk i tried...
