Not quite, or every goldfish in a simple fish bowl would die. Air or Oxygen gets into the water by aeration or surface contact (fish bowl).
Cheapest way to put in more oxygen is a simple fish pump and an air stone. Keep in mind the stones need to be washed and cleaned as they tend to plug up...but that is the cheapest way to get oxygen into your water.

Or if you have a spare water pump, make something like a continuous water wall. Pump water up and let it pour back in.

If you can't get a air pump/stone, and you can find the time you can scoop up a gal of water and just hold it high and poor it back in. Do that for about 5 min each time. All the water movement and splashing will help, but the air stone will take the labor out of it.

The sitting for 24 hours is to let chlorine evaporate out of the water, not air. Like said earlier, just get a fish tank air pump for like $10 at the pet store or pour the water back and forth.

Another option is to add some hydrgen peroxide to the water. It Is H2O2. It acts not only to add oxygen to the water but it also sterilizes the water and kills bacteria.

Just get an air pump/stone- problem solved. The other idea of recirculating the water would work perfectly too. Just make sure the pump doesn't add too much additional heat to the res temperature.

im not hating because this types of thing is how people really found out different growing habits..trial and error..but the air needs to be constant needs to have it running all the time...but air stones produce oxygen and your blowing out Carbon Dioxide

Yes and no. It is the same principal, but you are blowing out a lot of CO2 and not to mention bacteria. You are better just to pour water back and forth between two jugs.
