Help!!

i am new to growing and i need some help i will post some pics of my grow cabnit next post its 100% stealth and 100% odar free(ONCE I INSTALL 2 CARBON FILTERS)
i have ALL DIY materials and products i am using shity 13w cfls but have no money for higher wattage ones but i am using 4,5,6 for 1-2plants probly 4 for 1 plant and i am wondering if i set the lights to 12/12 from seed-harvest would it still go to its potenical the cabit is a depth of 15.5" hight is 16.7" and width is 9" but i am adding dvds infront of a garbage bag to cover the plant and lights (which will be able to roll up from bottom to top) i will have chains on the lights to low or raise them, i will have a power bar inside the grow area, and i will get on making 1-2 carbon filters soon i need to know how to make a fan silent, and does it matter if i dont have a intake and outake fan? i have 1 fan i used a motor from inside a stareo and glued the fan blade on it and it works when i wire it to a ac adaptor, i have another one and i am using a fan blade from the dollar store plastic fans(didnt have the fan just the blade), i have NORMAL top soil unknown brand and theres small twigs and other things but no perlite, i dont no what type of soil it is and i wont be using ANY nutes, fertilizer i will post pics of grow cabnit set up RIGHT no still working on it

Not sure 4x13w is gonna get it done. I'd worry about adding more wattage than anything else at this point.

ok i bought 3 26w cfls and i was setting up themn 1 fell n broke so i have 2 26w cfls will that work? i will buy a 26-40w cfl later one but not sure if worse comes to worse i will just get another 3 pack but will 2 26w cfls work for like a month? im doing 12/12 and majorly lsting, i am going to sex about 7ish that my friends germing and i will recive/plant the germed seeds on monday(its saturday) and i need to no will that be enough? its 1750 each 26w so i have 3250 lumens in total right now if i finish with around 5000-6000 could i flower/bud like 2-4 plants just small ones and get at least like a oz thats all i want a oz or 14gs minium but thats dry can that work?will that happen? will i need more to just start?
