Help with ventilation

I have the 75x75x160 cm tent, 400w hps in a cooltube, all 6 inch ducting currently no carbon filter. A fan going full speed 250cmf ( it is FAR too loud) and temps at the plants are 29-31 degrees(celcius).. I have both the passive intakes at the bottom open, and an oscillating fan. The amount of air coming out of the exhaust is ALOT and i do not understand why the HPS remains so hot, i cannot even touch the cooltube. The ballast is located outside the tent.

The problem:
TOO HOT
TOO LOUD



Current options to resolve the problem
Change fans - not sure what i would go for as a fan speed controller would just increase temps
Flexible noise reducer - does it work?
Carbon filter - should reduce fan noise but will temps rise?
Fan speed controller + ac?

You can go to a larger fan, (Larger going slower will create less motor and blade noise) with a rheostat like you would put on a ceiling light fixture to control the speed.
You don't say if the fan motor itself is making the noise, or if the volume of air flow is doing it.
If it is the flow, yes a filter will reduce the noise. If it is the fan itself, insulate your mounting better.
Fans do not cool air, only move air. If you could run some ducting from one of your house registers to the intakes, that would help as long as the house unit was running, but other than that if you wanted A/C, you would have to get a window unit, and vent the exhaust and the drain outside of the tent.

I think its the noise of the air flow, it is very fucking loud. it might be a mixture of both?
Here is a pic of how my exhaust is currently set-up



Should i put the filter near the top and vent the other side of the cooltube to it? Will this reduce air flow and make my tent even hotter?

it looks like you are drawing all the air from the room through your cooltube so there is no way to cool the light you should be drawing it from outside the room .
