they do cost money but there not too expensive, for ph+ it doesnt matter what faze your in to use but for ph- be sure to use the right one, there is ph- for grow which usually is nitric acid and ph- for bloom which consists of phosforic acid, well keep it up, laterbaking soda is not a real good choice - sodium + mj = not so good
if you have access to some wood ashes, those are real good for raising ph and add potassium to the water/soil
garden lime can be used, but i think it's pretty slow, but better than nothing
lot of growers use products called Ph Up and Ph Down - but they do cost some money
So the pH of my water is to acidic its 4.5-5. I looked on here about how to adjust the pH of the water and I found to add baking soda. I did this and added quite a good amount to 1 gallon of water and the acidity is not changed.

What are you using to check your ph? Some test kits only give you a general idea of your ph, and not an EXACT reading. Litmus paper is not very accurate, neither is swimming pool ph tests.
You can find good ph meters on "non-incriminating" websites for about $30-40.
