Help with my bubbler buckets

I have 2 bubbler buckets running right now with seedlings in both, in one I am using pure blend pro organic and the other gh nutes, the pure blend pro bucket is cloudy and I am having trouble keeping the ph out of the 8's, I have read that this could be root rot but there dosen't seem to be any roots yet to rot. The gh bucket seems clear and ph goes down and stays down mostly pretty easily. What could this be from?

ok,

So today I got store bought water, cleaned out both the buckets with bleach solution ( the gh one was starting to get cloudy also and the ph had jumped up) refilled both and put new nutes in both, I think the issue might have been my net pots filled with hydroton, maybe the light was shining through the rocks and into the water? So what I did this time is covered the netpots (except for where the stem and goes through) with foil, shiny side down. Hopefully this will remedy my problem. If anyone has any solutions or ideas please let me know.
