Help With CFL Grow: Questions!

I will post pictures tonight AFTER hydroponics store visit and setup!

Right now the two strains (Ice, Kali Skunk) from BCseeds have sprouted and im planning on using Coco.

I currently have Four 42watt Philips 2700k bulbs, and thats it lol. 6500k were sold out................ fucking sales. Its in CIL premium tropical soil (does not specify ANYTHING on package im positive i read every square inch)

Questions

Can i turn on the CFL's if one sprouted but the other one hasn't... so can the light be on if the seedlings have not come out?

In vegetative state should i mix 6500k with 2700k bulbs for extra lumens? In flowering should i mix 6500k with 2700k bulbs for extra lumens?

I have two 42CFM computer case fans and a $30 powersupply. They won't work. Should i return the powersupply? How do i make these fans work!!!!!

Is there any specific nutrients to use with coco as a medium?

6500k light will veg better and 2700 will flower better and it is best to always have a mix of the two, maybe a fourth of the watts in the "off" spectrum. Put the light on when you see any seedlings have green but not to close, like 8 inches for baby seedlings.

I'm on my first hydro and first cfl grow, with 42 watt cfls I observed in other's grows these lights being as close as 1/2 inch without any burning. 8 inches seems like a lot, could stretch em out. I'm on day 5 after 5 sprouted seeds and they have been 1-1/2 inch away the entire time. I'm running 4- 42's and 2 additional 26watts. So far so good....
