eventually once you hit upload a file, choose a file your photo library will pop up , and you can choose the photo from the actual photo library itself, and it will take a few minutes to upload

for whatever reason some samsung android devices are being picky
your problem seems to be that youre trying to upload a picture while taking a photo, so take the photo PRIOR to uploading , dont use the "take a photo or video" option use the "photo library" option.
