HELP!! Sick Big Bang Seedling

please can anyone tell me their thoughts on my sickk big bang seedling:

9 days since planting. 11 days from seed.

grown in cabinet with 2 x 20w cool white cfl 1 x 23w warm white cfl.

3.5" pots of biobizz allmix. no extra nutes added so far (just whats in the soil).

temps are between 20c - 28c - RH 40% - 60%.

watered when soil indicator says soil is dry at the bottom of pot with 7.0ph de-ionised water - have also sprayed now and then with the same water.

please pass on your thoughts and any possible solutions - thanks alot.

ps - the last pic is before the problem started and is just to show the environment.

Wish i could help with the plant but i havent seen anything like that in a seedling.
See if your camera has a macro feature to take clear pictures close up.

nah sorry mate only got my 3.2mp phone camera, someone thought it was nute burn from the allmix - even tho i dilluted it with 25% perlite. you dont think so no?

Don't spray your seedlings, their leaves burn easy

so do your lights always that far away as in the last pic? what is your temp in fahrenheit?
