too wet, ^ let it dry out, then water right around the base of the stem, with an eye dropper or a syringe. maybe 10-15 ml. do that daily for 3 or 4 days, then water the pot with maybe 50 ml of water. let it dry out, then water with 75 ml of water and let that dry out....till it gets enough roots to start growing vigorously. when you over water, you're not only drowning the roots, you're removing any reason the plant has to grow more roots.
as far as when to feed, i don't know if i'd wait a month. what medium are you in? if you're in soil, you might make it that long or longer, depending on the amendments. if you're in coco or peat, i'd start giving it 100 ppm of something balanced around the end of week two.

Let it dry out completely . no nutes till at least a month old
