Help please

My plants have been in the veg state for about 4 weeks now, and some of them are showing signs of over-fertilization. The problem is that I used time released nutes, and by flushing the plants won't that help to release more nutes? How would I go about flushing? Should I try to rake off portions of the soil to remove the fertilizer?

Hmmmmm...the soil that it is planted in is Pro-Gro! I had read at another site to rake the osmocote off (because it is mostly located on the top of the dirt) and then flush.) I was wondering If that is a legit idea in coping with the problem. My thinking a replanting now would cause so much stress that it would take the plants down.
