Help me build the best LED veg light

I ready to start playing with LEDs ,
Im in the planning stages of a new pheno hunting tent, & want to take one of my 315s from veg and use it to run seeds at 12/12. So I need to replace it with something.
Vegging is going to be the only purpose for the light , Needs to have a 48”x48” footprint and out do the 315cmh .
COB? Samsung strips ?

For a veg area, I would like using strips( I have some 44" F series) and only about 320w. That would create enough intensity to get vigorous growth, just not enough to flower with.
