help is my plant starting to flower

it looks like my plant is starting to flower. it is only 2 maybe 3 weeks old. and on 24 hour floro . here is the pic im new and know this is a dumb ? so srry it is the groth just past the leaf and the next pic is a close up.




and can i spray soapy water on leaves to stop bugs

those are just new leaves coming in.
