HELP! Heat problems

I'm currently fighting high temps in my room and really don't want to see all my time and money burn up. My room is as follows:

8'x11'x9' Fully enclosed
14,000 BTU Edgestar AP14009COM dual hose Portable AC
2- Dual Lumatek 600 watt 240 Volt dimmable ballasts
1 Xtrasun 1k convertable Ballast
Co2 supplementation
1 20" Oscillating Fan on high
CAP 12 pot E&G

My lights are hung vertically, base up. Right now I have on 4 of the 600 watters dimmed down to 400 watts and the 1k is off.

With only 2 of the 600 watters dimmed down to 400, the temps in the room stay right at 81* with the AC unit cycling on and off.

With all 4 of the 600 watters dimmed down to 400, my temps are climbing up to 86*. I do NOT have my 1k watt on.

I've done the math to calculate the btu heat output of the 600's, and at full blast, going according to 4k btus/1k, I'm at 9600 btu's needed to cool the room, so with my 14k AC (correctly exhausted), I should be 4.4k btu's over what I need and right now, I'm overheating w/o having them all the way cranked.

What can I do? I'm nearing the end of my budget, but I can't lose my crop.

Also, the room is fully insulated with R13 plus polyfilm. Sorry no pics but PLEASE HELP.
