Help figuring out design

This is my first post but a long time reader of this forum site. I have a small bedroom downstairs in the basement that I want to convert into my own grow room. I currently have 2 lights with 2 ballasts both are 400 watt mh/hps. I want to be using the MH for veg so im thinking of setting up a small drain table ebb & flow( maybe 5 to six clones) but I also am thinking of setting up a 9 site ebb and grow bucket system ( I know I will have to get another 400 or 600 watt hps to add with the other 400 to cover 9 plants) would this work ok for a veg and a flower room. I am medical and my limit is 15 in this state so I am trying to follow the law also but want to get the biggest yeilds I can using the equipment I already have??any advice would be appreciated

yes it can work, actually you can do many plants if kept small under the lights you already have. it depends how much you veg them for. a 400 can cover like 3'x3' area max. stick to flood/drain, it's the best way for newbs. 2 400's can actually give you a decent yield if used right, like 20 oz's +
 
I am only gonna have a 400 watt mh for the veg. I will add one more for my buckets so I will have 2 400 watt HPS on 8-10 buckets..Does that sound sufficient?

yeah it does sound right, you just need to know how to time your flowering, plants more than double in size in flowering. i would veg them for couple months, top and scrog them and flower them.
 
I plan on building it Beagle. Ive found alot of information through forums for controller design I dont think it will be too hard to make a 10 site system. Im not exactly sure what schedule I will have to put the plants on to transfer rooms im still in the process of building it first.
