Help buying seeds please!

I'm in the U.S. and have tried buying seeds online one time and this is what happened. My package finally arrived at my house but it had been searched when it entered the U.S. (it was coming from the Netherlands), the seeds had been removed, and the empty package was then sent on to me. I want to be able to purchase high quality seeds online but don't know where to turn to. Please help! What sites do I buy from?
