i havent tried em. essentially looks like a cpu cooler.

my 2c:
active cooling can dissipate a lot of heat. but if that fan goes out for whatever reason, all sorts of bad things can happen.

i'd try to go passive cooling if you can.

Why do you want a fan? They just die.

What cob's are you going to run? Does the heatsink have the proper mounting holes for the chip holders you will be using?

At 1400ma you shouldn't have to bother with the fan. I would guess the amount of energy saved by cooling the chip to get it to run more efficient is likely offset by the energy required to run the fan.
