I have a 1' 1/2"W x 4'L x 4' H cabinet. I have a 400w hps in a cool tube witha 6" EcoPlus inline fan(340CFM). my temp is 95.5 and can get it down any suggestions?

That seems like a small space (height wise) for a light setup, plant growth, and pots/hydro equipment. Are you soil or hydro? I was having the same problems in my closet, if you can, put some holes in the top for the hot air to escape. Add as many fans as possible, and try to run your lights at night if not already. Those things helped me bring down my temps. If that doesn't help, you might need to invest in a small ac. Or run flouros until the temps outside cool down a bit. Those are my suggestions.

Just saw the pic, noticed you don't have intake/exhaust. Are you sicking or blowing your light? In a space that small without intake/exhaust, all that hot air is trapped in your grow chamber. Putting another fan (exhaust) would help get some of the hot air out.

Its soil, i took this idea from another RIU member but he had a smaller cabinet and a 250w hps. but that is a good idea to put homes in the top, will be doing that first thing in the morning.

Looks like a decent, low priced fan. Yeah, adding that would help with temps a lot. I have heard that it is best to blow the air, but I have been sucking without any probs. The filter at the end of your ducting is probably reducing the fan's cfm's. If you had that big fan running to your light, and then out of the growroom, without the filter, it might help. You could then attach the filter to the exhaust fan, so the air coming out would be filtered. Also, get an oscillating fan to blow the air between your light and the tops of your plants.

as of now the filter is off. that was the first thing i did.
Yeah, you shouldn't really need it yet anyways. When you notice it smelling a little, you can hook it back up. With the extra cfm's from the fan, it might also help cool down your chamber.

Do you have a PASSIVE INTAKE into the room? If not, then your exhaust is not even going to work. I have a similar setup as you and my temps are 81F. I have 400w and cool tube. Same size room also.

if i put a fan blowing from the top of the cabinet through duct into the grow cabinet, if there was little light going through the ducting into the grow area would that effect it?

To get the temp down and the humidity up, try these:

You need a fan pulling heat out and a fan pulling cool air in.

You have to have an oscilating fan on the plants.
Lay wet rolled up like a cigar wash rags everywhere.
Hang a soaking wet bath towel on a cloths hanger and let it drip into a pan or bucket.
Put a frozen milk jug of water in front of a fan or let it drip into something by putting a pin hole in it.
Get a bucket, put ice in it or frozen water and blow a fan into the bucket, blowing cool air everywhere. And you can put Pine Sol or ONA in the bucket for Odor Control.

Put saucers and cups of water everywhere.
Mist the plants with plain pH water.
Put Frozen cups of water on the lids and everywhere around the plants.

ANYONE??? Can i have the cool air go in from the top or do i have to have it from the bottom?
It's prob better to have it from the bottom because heat rises. The heat from your light will heat up the upper cab. If you don't have any other options it will work, but go from the bottom if you can.
