have a problem (pics)

Ihave two plants growing from reg seeds.
First plant is the larger on it is a little droopy and it also looks like it was burned at the top. there are also leaves turning yellow on it. I am guessing this is from nutes. So i flushed it last night.
The second plant is shorter it doesn't seem to really be growing great but it's growing. But the top of it is a bright yellow not sure what thats from.
The two questions are why are my leafes turning yellow and why are both my plants so droopy.

The first law of growing: The biggest threat is the grower! this said, the number one problem is over watering? over fertilizing is up there also, light too close?
Watering, you want the soil to become dry before watering again, i water once per 3 days on a routine and less sometimes when budding is almost done as it seems to take less of the water. Nutrients, actually try to follow the directions, by adding double you dont get double growth just a sick plant. Lights, cfls are faily safe to up to touching the bulb but hps needs to be away as the heat burns the plant.
 
the pots are 2.8 liters. i am using a 400w HPS bulb. Thanks for the insight, but i always wait until its dry to water, i have a moisture detector. i just recently added nutes. I added the prescribed amount on the box, should i start them off lower the the prescribed amount. should i cut off the top leaves or will they come back to life? if anyone can what does it look like i did wrong.
 
lol and not sure if anyone spotted it but some of the leaves are bitten off our rabbit got in and got a few leaves, boy he loves getting high. lol
