They are talking about plants maturing outdoors, which depends almost entirely on your latitude, but in most growing areas will be in Oct/Nov.
It doesn't matter when the plants were germed, outdoor plants will grow in veg until they are induced to flower by the lengthening night hours. If you start your plant in April, it will get a lot bigger before flowering than the one you start in June.
