Growing on window sill with 24/0 supplemental cfls; some input needed

Hello all. I am currently growing 5 small sized plants, and 6 seedlings on a window sill with a shelf extending from the window. I currently am using 5 x 27w daylight 5500k cfls within desk lamps. I have a couple of questions regarding my setup.

1) My area does not get alot of direct sunlight, except for a few hours in the afternoon. Often times it is overcast. Is this few hours of direct light, and indirect light helping ALOT? Of just a little bit? I live in a mediterranean type climate with highs in the mid 60's.

I am wondering this because I have to cover up my plants in a huge cardboard box at night to prevent un-nesessary light outside and to keep the plants warm. However this setup is cumbersome and not very sightly in my kitchen.

2) When I decide to flower, do I need exactly 12/12? Or will something like 14/10 work according to sunset/sunrise? Because there is never 12 hours of darkness here. So say it gets dark at 8pm, and light at 6am. Will this be confusing to the plant, or will this work for flowering?

3) I am using desk lamps, yet see almost everyone using those 2-socket cfls. However most people don't use any sort of reflector on them and all of my desk lamps have reflectors. Are those 2 socket cfls worth it more so than a desk lamp for space? Or should I stick with my desk lamps since they are able to focus the lights?
