Its banned. Any possesion of anything related to canabbis is banned.
Usually the cops look up for dealers and pay less attention to home-smokers, but you WILL get arrested if you'll be caught smoking a joint in public.
As for growing, 99% of the people getting caught is because of snitches. It is EXTREMELY rare that a grow-house is getting busted when theres nothing seriously wrong with it and no one rats.
There were 3 growhouses busted last year because one of them "earned" a 3000 bucks electricity bill and probably ratted out the other ones.
However, I rather always stay on the safe side and don't grow marijuana at all.
