There's plenty of ways this can be done and using many different pieces.
For this method, I used:
5 gal bucket
1/2 in. tubing
Epoxy putty
2 clamps
A hook
1/2 in valve
And another connector in the bucket to drain the water through
First thing, cut a hole a little smaller than whatever your using to go through it. I actually used some water-proofing glue to attach the drainage piece. Found that stuff wouldn't hold the hose though. That's where I used the clamps and epoxy putty. I actually used the rest of this stuff and molded another layer around what you see here. Probably didn't need that part though. When you glue the drainage piece, make sure it doesn't sit too far above the bottom of the bucket. You don't want those old nutrients settling down there. A grommet would also serve the purpose well.

Then you take however much of your hose you think you'll need and put your spigot there. I added more tubing to the other side of the spigot to reach my pots better. Last, I used a light adjuster to hang it. Do a dry run and see if it's gonna be uncomfortable in your space. You may prefer to use less rigid tubing that will flex better. Or something that won't spit so much water. Next time, I'll use something a bit bigger to hold the water and build a pedestal for it so it doesn't just hang.

I think that's everything, but it's pretty self explanatory. Keep away from electronics, wall plugs, extension cords. Don't hang it higher than it needs to be to make it easy for you to fill. Hope this helped someone.
