Gov. John Kitzhaber signs medical marijuana bill into law

So now dispensaries will be legal in the next couple of months. Growers will now be able to get reimbursement for labor and everything else that goes along with the production of your medicine. One step closer to treating cannabis as just another commodity on an open market. So what do you think is going to happen now?

Here is a link to the letter from the governor about his signing: http://www.oregon.gov/gov/docs/HB_3460.pdf

And a link to the bill itself: http://www.leg.state.or.us/13reg/measpdf/hb3400.dir/hb3460.intro.pdf

As a grower I am mostly interested in "(ii) Testing for pesticides, mold and mildew". I am curious who is going to be fronting the bill for every batch of meds to be tested because the money will have to come from somewhere. Will growers now be expected to show up with these tests already done before even getting in the door of the dispensaries? My guess is the added expenses will eventually trickle down to the patients and the price of medicine will increase.

Don't get me wrong, I think testing for these things is important. Who the hell knows what kind of shady pesticides and mildew infections some of the gardens out there have when there is no regulation whatsoever. I am just curious what others think of this. What will be considered a "legit" pesticide to use? I don't see where any of this is specified in the bill itself, though I haven't yet read every single word.

These are the problems that occur through half-ass regulation. A whole system needs to be in place but there is too much fear, both with politicians and the general public.

The testing will prolly be done by the club, since most are offering it now, they'll just figure it into the deal if they take your donation. The great thing will be the small headstash grower will finally be able to offer their wares and compete with the cash croppers and this should bring the quailty standard up. And if the cash croppers export, so be it. And the other great thing will be, hopefully any bullshit on the outdoor will show up in those tests also. Some people are shady as fuck to save an outdoor harvest that has pm or mites, etc.

Yeah, I totally agree with you. In the end, even if prices do increase all around, its still a big win for the patients and that is what is central to a effective MMJ system. All in all its just another small precursor step towards to full legalization in Oregon, if only we could get a bill that is a bit more "politically attractive" than what was proposed during the last round of votes.
