Let's say someone that's on parole wants to go on a vacation out the country, is his name on some kind of blacklist? Like let's say he buys a ticket to Jamaica under his name would there be a red flag?

You need to check with your PO first or they will not let you go. Everyone's name gets run up when a passport is involved and they'll see that you are still on probation and need permission to leave.
