If I want to start my uncracked seed in a jiffy pellet, on top of a heat mat, is it ok to have a light above them before they've cracked/broken the surface? Thanks in advance.

Take it off the heat mat. You'll find that they will try to grow towards it because they think that's we the sun is.

I always crank a light overhead. I completely overkill it and use my smallest lamp which is a 400w. But I'm mainly using that to generate the right temps and I couldn't care less about the power.

I hit em with light after four days in soil / pellets, it's good they receive light as soon as they break ground, but yeah you can whenever. Not too much, if unsure about light distance give light info for help. Check out the time you posted, nice.. :)
