germinating my seeds

i guy at my college said to put them in a bit of cottong wool which i already new.
but he said that i could leave that seed in the cotton wool, stick the wool in the soil and put some lights on.
is that the right way to go about it, or do you need to take the seed out the germinating media to put it in soil?
