What is the best way to germinate my seeds for a hydroponic setup? Iv seen people germinate in paper towel and then cut the side of a rockwool cube and put the seed in it, or should I just drop the seed into the Rockwell cube hole n wait

Either will work and many others will also work. It's best to find the best way YOU like. I'd say experiment with all and see which one you like!
I used to leave the seeds in a cup of water in a dark and warm place until they pop small roots. Then I realized some seeds take longer to break than others and I might jeopardize drowning or rotting some seeds especially that I'm too busy and might forget about the seeds for a couple of days.
So this is what I do now....... I put the seeds in water cup and leave them in the dark until they saturate and sink to the bottom of the cup (a couple hours usually or a little more) then I put them between wet paper towels until the rootlets are an inch long or so. I then plant them in the rooting sponges. But now I actually just place the rooted seed directly between hydrocorns in my waterfarm!
My advice is to have FUN playing around with the seeds and the different methodologies.
You CAN use additives and nutes (at low dosage) but I think clean tap water is good enough!

the best way is to place in a sterilized glass half full of distilled water ph'ed to 5.95 with sterilized stainless steel tweezers, place glass in a dark area with the temperature set to 82.4f and humidity at 73.8% , check every two hours and gently shake the glass. When the seed sinks to the bottom of the glass, carefully remove and place seed between 8 sheets of undyed and unperfumed paper towel that has been lightly dampened with the same 5.95ph distilled water. The taproot should emerge within 24 hours at which point you can place between two sides of a pre cut and pre soaked (same water) then slightly shaken (to remove excess water) rockwool cube.

Find a method that you are comfortable with....that get you the results you're looking for .
I really love the info that is at your disposal here but with that being said you can be bombarded with so much information that it becomes confusing or difficult and at times contradicting. I see that you are a new member I don't know your ability or your experience in growing. My recommendation to you is find a method that you're comfortable with and use that method and during that time tweak it to better fit your needs. There's no need to take a simple process and complicate it..... Good Luck in your future endeavors !
