Generic 600w Electronic Ballast Issue.....

Hello! Hope I am Posting this in the right place..... Anywho, I am having an issue with one of my 600w ballasts.. the internal fan has ceased to run, but ballast "buzzes" and allows a little electricity to reach the bulb, but not fully ignite it. I have tried a couple of different bulbs to no avail. I have also changed the internal fan out but that didn't help either. It's not blowing fuses, timers or breakers. I live up here in montana and recently had to change the set up of my area and moved the ballast of topic outside of the growroom. While the location is still in the building, the heater in that area went out and it got pretty cold. Would this (ballast trying to fire in the cold) cause the processor to go out or "forget" it's programming? Any help would be great as I am disabled (fighting for Disability) and am unable to afford a new ballast till after the 1st of the year. Thank you all for your time and a wonderful forum.
