G8 450 Watt LED, what to use for seeds and clones?

I will be starting a grow area with a 450watt G8 Bloom LED in my 4'x3' flowering room, a 450watt G8 grow LED in my 4'x3' veg room. I have another smaller 2'x3' area I want to start seeds and clones in.

What type of light should I use for the seeds and clones? I have heard switching from LED and other lights can shock the plants.

I have some fluorescent ballasts with 2x40watt gro lux bulbs each I was hoping I could use.

Forgot to mention, the rooms are 7ft tall.

I think if you switch from fluorescent to LED, your seedlings should be fine. I've done it before and have noticed the seedlings do much better under a good LED fixture. I was using a 240W LightHouse BlackStar Vegetative light after using some blue T5's.
