The only problem I see with the proposed solution is the assumption by those in charge of making policy decisions that THEY won't suffer in a war and might even profit from one.
That's a piss poor assumption when dealing with Nations with nuclear capabilities. The problem with such assumptions is that they don't find out until it's way too late.
Where are we going and what are we doing in this basket?
