England and Taiwan oddly enough both come to mind. I've seen some world class anger bouts from both nation's ruling bodies. Ever watch the English parliament?...I don't think they make it through a single hour without ATLEAST calling someone a wanker.

Free speech has always been limited, have you ever heard the phrase "you can't yell fire in a theater"? There are limitations like the afore mentioned that should be applied to congress. These limitations simply help expedite the already bogged down buracracy that we have in place

I didnt think free speach gave you the right to be a douche. I really dont think that was the idea of "free speach". I still dont see how people cant disagree without insaulting people. Maybe it needed to be done just like rules are needed in RIU to keep people from being insaulting.
You instigate a confrontation your just as liable if somthing where to go down. Kinda like if your a kid saying "hit me, hit me" and the other kids hits you. Whos fault is it? You just asked him to hit you so isnt it fair?
Congress reminds me of the kindergarden kids on south park. They need rules for our own good otherwise they would sit around like lost souls trying to figure out how to fuck us. Glad they are at each other leaves the people out of the line of fire.

That's easy...the kid who did the hitting is at fault. No human has the right to lay hands on another person. It's assault and it's against the law. If someone tells you to jump off a bridge and you do it...who's fault is it?

Both at fault because they where both being stupid. Acctually both are at fault if someone tells you to jump off a bridge and you do it. Because nobody knows the full story and you admitted you TOLD him to jump witch could mean you FORCED him to jump. Nobody knows because they didnt jump or tell anyone to jump only the two people and ones dead.
So you see actions have reactions wether its your mouth doing the talking or your fists either one has an outcome and you knew it and spoke or leaped.
You sit in my face tell me to hit you and I hit you I am doing what you asked me to do so really whos at fault for getting hit?

Not exactly.. let me give an example.
I used to work in this one particular bar, nice place that attracted a happy hour crowd of legal professionals, law enforcement agents/FBI, and your typical run-of-the-mill "yuppies", I guess you could say.
Anyway, we kept a list of rules posted on the wall and anyone who broke the rules would be immediately escorted out.
The rules were:
1. Don't talk about politics
That's it. And you know what? People didn't talk about politics. Not because they allowed themselves to be "oppressed" by this tyrannical rule, but because they knew drinking alcohol and talking about politics with random strangers is pretty much always a bad idea.
I hope you can figure out what the moral of this little story is
