Flowering too early, how do I revert?

Hey I got a couple mazar clones I have had outside and apparently I assume they got improper amounts of light/dark because I am pretty sure they are flowering already. How can I revert them back to vegetative state?

4 weeks old
4 inches tall
foxfarm ocean soil
no nutrients yet
been out in rain for last 2-3 days

24 hours of continual light for about 3-4 weeks. Sometimes it takes a little longer.

Could I just pick off the top budding part?
