There are special aquarium lights that are designed for growing coral that may have the intensity you need, just gotta make sure its a usable spectrum.

Any standard fluorescent light holder will work for vegging a single plant as long as you have at least 80w of power, I am using a single 36w long tubes and two short 18w tubes for my crappy veg/seedling chamber and am seeing amazing growth compared to natural sunlight(no stretching, deep green leaf tips emerging at a high rate.)

How many tubes does your fish tank cover hold as IIRC it's usually 3 or 4 36w which will work fine until you buy specialized grow equipment.

If this dodgy setup works then I am sure yours will.

I have never used LED's before but if I was going to buy one it would be one of the LED UFO lights as they have high wattage and are usually full spectrum, check this link for a list of them and if you have money to burn I do not see why you shouldn't try it out.

Code:

Some people claim that LED grow lights do not compare to the traditional HID systems and give lighter/fluffy buds but I am sure it will run cooler and with higher wattage then the CFL's you are planning on using which in turn will give better results.

I run LED. I use a A51 in my flower tent but my veg cab runs using basic cree bulbs from home depot. I break the protective cover off the them for more light (simple to do, it has a rubber layer that makes it easy). I am using an old cfl hood for it. I use a few cfls in it as well for heat. I have used it for three grows and am happy.

Not sure how well they would do for flower but I would give a shot. Better than cfl because with tight space, CFLs can burn if they grow more than you expect one day :-)

ok so I think I'm going to just get a Led Ufo 75w which is 105 total Cfl watts and 450 incandescent watts in a roughly 2x2 sq ft am I good for 2 mother plants or should I use the Ufo for my flowering chamber and flowers and use the cfls for the mothers and just move the ufo when I flower em....

It says the light span is 2sq ft 28hx26wx18L ima try for two mothers and scrog emm then clone them for awhile and have a separate chamber for clones and was thinking of using a LED ufo, but I have Cfls until I get another. I'm just tryna plan ahead got two babies going week one getting close.
