I've seen this before with mgoc garden soil and it was cut with a bunch of perlite and peat. The seedling didnt get much bigger than that after almost three weeks.
Your only chance is to carefully dig up and amend the soil or get actual potting soil. May be toast tho.

To keep it simple, you can take Fox Farm Ocean Forest and mix it 20% with perlite. That will help the soil breathe and drain well. It gives the roots plenty of places to spread and find water pockets. In a large container, mix 4 cups of FFOF with 1 cup of perlite. Keep adding at that ratio until you have enough to fill all your pots.
