18 dollars and it does plug into a socket. It is 4300 lumes

It should plug into a regular socket, but the security type lights (like that one) are designed to go into a fixture with a ballast.
I bought one of those and put into a socket and it was way dull.
Then I got some fixtures that had ballasts built in, like warehouse lighting and it was more than twice as bright.

PS - Check the actual socket size. The one I use now for vegging does have the larger socket(like same as HPS). Looks just like that one though. Check it before you leave the store.
