few questions about transplanting

I was just curious when I should transplant my plant? It is about 3-4 inches n bout two weeks old. Also it is growing on the side of a plastic cup instead of in the middle.I am using jiffy starter mix so I am going to be switching to another soil. Is there a different way to transplant when switching soils? Thanks

When the 3rd set of true leaves sets in. Only transplant if you have to but remember in the future that the plant gets less stressed out if you keep it in the same container from root to harvest.

if were to grow in 7L pot, or grow bag ect... would you germinate in it and grow the plant in the one container then? i always thought it was best to grow them in a humidity dome or propagator until they had a strong root system, then transplant...?
