Is it to late to cut the lower part of the plant so the top buds can get more fatter ?

Light can't reach the lower half of the plant anyhow under that LED that you have.

Not sure about that, but (just my opinion) at this point I wouldn't want to add any unnecessary stress by pruning, I'd add a couple hundred watts of light instead.
