I bought a fan controller from HTGSupply that I am currently using on my GrowLab tent, not sure if this is what you are talking about but here is the link: http://www.htgsupply.com/viewproduct.asp?productID=53142
Here is a picture of what it looks like.
I honestly bought this controller to quite down my fan when needed, for example if someone knocks on my door or whatever. It does quite the fan down alot and may even save a bit of energy, the only downfall to using is the lower you go in fan speed the higher your temps can get. Other then that it was kind of a waste of money but it will quite your fans down when needed.

The smscom 4.5 fan speed controler is a nice bit of kit.
