The white is not the power wire!!! The black is the hot wire and the white is the neutral.... In the usa anyways,,,
OMG!! Thankfully you posted this before the poor guy burned down his house!! Black=hot White=neutral bare copper lead= ground. The black - and red + he is speaking of is probably a 12 volt automobile
lol, there are plenty of self ballasted 65 watt cfls on the market don't know what type you're going for but home depo has 68 watt 300 watt equivalent2700k bulbs for $15 and if you need a blue or 65k light check out http://www.1000bulbs.com/category/2-to-200-watt-cfl-compact-fluorescents , they all ways have good stuff for way cheaper than grow shops.

If I understand the OP he has a light that doesnt have a built in ballast. I think he is probably aware of cfl's with ballasts and wants to make this work without purchasing another bulb

I'm sure but with the amount of work necessary not to mention the knowledge of electrical wiring needed to actually pull it off he would be better off just returning it and buying another one which is why i suggested it. no one wants to do more work than initially planned or spend more time waiting for things we already had but sometimes you just have to bite the bullet and get it done as easily as possible and it seems just getting another light (after returning the unusable one) is the best idea so far unless you have a better one that is just as easily executed.
in a two wire scenario the black is always the hot i.e negative and the others are all positive i know this from experience so trust when i say black burns and white zapps lol
