electrical feeling from LED cables

I have a weird situation,

I own a 450w meizhi LED unit, It has the standard metal cables to hang it with. I've noticed when I touch the cables it has a weird electrical feeling. When I touch the hanger straps carabiner that I have hooked to the cables on the led unit it also has an electrical feeling, Almost like a minor electric shock. Now when I touch the unit itself (the metal casing) it does not have this feeling. It only happens when it is plugged in

The only thing I can compare it to is when something isn't grounded and has a constant power currant feeling.

It's got me a little worried.

any advice?

More than likely it has a short or bad ground as stated above. I'd have it checked out - Stay away from water or wet ground - turn off when handling...

Check the voltage between the wire hanger and ground on the outlet using a multi-meter. If you have a positive voltage then the case is live but not passing current to ground as it should, which can be a dangerous situation. Also, with the multimeter you can check for continuity between the case and the ground plug, this will let you know if the case is properly grounded.
