DWC-first timer 6 clones-need help

they are about 4-5weeks old and just started to pull roots.had them to wet and that is why it took so long. but i am feeding them 1/4 strength right now when do i change?

4-5 weeks? they were 3 weeks 2 days ago! anyway, keep 1/4 nutes for now until they start growing, and roots hit the water. when they do hit the water you will see nice growth.......when you see they look hungry bump up nutes to half strength. keep an eye on your ph. the only way you can tell if your plants need more is to have ph in range. if its not in range youll get nute lockout. wheres my bag?, lol

do i still keep the water in my tank an inch below the line?

yes, there is no need for your res line to be touching the net pots. ALWAYS KEEP AIR BETWEEN THE NET POT AND WATER! the roots find the water, and then they hand out and grow hanging in the water. after they touch the water you can drop your water level more. say 2" from net pots. hope this helped

also i need to know when i should change my water it has been about 9 days?? and im starting to get algae what to do???
