DWC airstone selection and target airflow?

Trying to understand what the best size considerations are for DWC.

There are 2 6" net pots in a 25 Gallon tote bin. I estimate 10-15 gallons of water will be in place.

Whats the bare minimum output volume i should be considering per net pot? How much becomes overkill?

Do I need one stone per tote or should i have one per net pot?

There is no overkill with air to your roots.
Put a stone in each bucket (mandatory) and let them run all the time

For some reason I don't think one would be enough in 25 gallons. I haven't tried it though. I think I would use one per net pot and maybe try one tote with one air stone to see if if there is a difference.
