dwarf plant?????

This is a random bagseed plant. Its about month old and none of the leaves are over an inch long. Very resinous and smelly. What is it?

could be anything from lighting to genetics u were not very specific

i'm guessing genetic are some strains that small,,,lights are cfls..the plant next to it is almost a foot tall
