Drying uneven

This is my 3rd real grow. Harvested Friday and temp is between 64-70 rh holds steady at 50-52. Problem I'm having is class are starting to get a little crunchy while popcorn buds and anything lower on the branch still feels damp. Why would that be? If it helps I am dry trimming and left fan leaves and sugars on.

I cut the fans off but leave the sugar leaves on. I keep my dry/cure room temps under 71 and my humidity around 55 for the first 2 weeks. Then I dry trim and if I might bump the Rh up to 60 after a month or so.
