Does high wind slow bud grow???

I am 4 weeks in flower and having problems with powdery mildew on the leaves on the sides of my 2x2 tent. i added another 6 in fan for circulation, this seems to help reduce the powdery mildew but the leaves flutter 24/7. Will all this wind damage my buds or slow down growth? I spot spray with Green Cure and prune off infected leaves. I am unable to use a oscillating fan because it gets caught on the sides of the tent due to negative pressure and clicks. Thanks

Thats what you want all the plants moving. Put some classical music on and watch them dance !

Its all a Balance, I've tried intense direct fan blowing that was no good, but if you keep some minor movement, it probably stresses the plant but in a good way and itt will promote thicker stems for bulkier growth in the long run. With little to no movement, my plants appear to grow faster but end up more spindly with big gaps between nodes.

Aother thing I've noticed because I tie my branches like crazy with those bendy ties, be UAE I haven't found a way to scepreen efficiently to level my canopy. When I tie back branches, it opens the middle for ir flow, but that tied branch from the stress gets way thick compared to the rest.
