Does fliters reduce high?

I bought a tobbacoo pipe for the first time because I was tired of joints and they don't taste nice to me plus I suck at doing them, so anyway it has a filter and everytime I smoke the filter builds up some jelly brown type liquid but its like jelly and I noticed I get less high, would removing the filter be bad?

Nah that's just another idiotic myth about ganja, in my opinion, but if it gets you less high than by all means remove the filter.

But in the filter there's some nasty asss jelly type tar i don't know if its safe to have that in my body, it's like gooey like toffee.
It's THC resin, most of the time when people run out of bud they smoke the resin, it gets you high cause it has THC it tastes nasty though and it will make your chest hurt, but it gets the job done when you're desperate, but I personally don't really like to smoke resin it's not as enjoyable as chillin on some flowers.

The more you smoke the more resin builds up and it keeps building up until you scrape the pipe resin is completely harmless it just tastes nasty it will get you baked though, and depending on what strain you smoke is what the quality of the resin will be, it's sticky and annoying to deal with though.
