Yes, if you want!

These V/A meters are from ebay and pretty easy to install. They costs only 5-6 bucks but there are several typs to buy, from 30V to 600V and 1A-100A(more as 10A with external shunt) but in your case I would say the 300V/10A version is the best because it have a built-in shunt which make it easier to install.
To connect it to your LED strings:
- Simple add the yellow cable at last to the black wire of your LED/Cob string and the black wire from Ameter to the - port of the driver(black cable).
- The red cable from V/A meter connect to the +wire(red) of your driver.

Because of its digital design it needs 5-30v constant voltage to drive this typ of VA and thermometers.
I've connected it together with my fans to the 12v/1A fan driver.
(digital VA- and thermo-meters pulls only 20mA so it's negligible.)

Probably the most important thing is that you have to calibrate it by yourself using a hand-multimeter to get true readings. Therefor each VA-meter has two small poti's on the backside, one for voltage and one for current.

If you don't have a multimeter you can also use your meanwell driver for calibration. They are pretty correct in terms of voltage and current and my HLG-120H-C1050B pE. has only +/- 2% deviation.

As i get from what you say and the little mind melting on your photos, it will work on my COB as their driver model B has its own dimming option between driver and led scheme I will put the A/V meter right ?

- I already told them to open holes on the surface to mount the monos and cobs with thermal paste between the materials, but I forgot to tell them about the drivers fixture I will try to open those hole by my drill machine with a suitable head piece or I will ask some local repairman everything will come clear right after cooling surface arrived probably tomorrow.
- right now what I need
1-potency meter
2- one or two meter electrical cable
3- nuts and bolts to fix the leds on surface
4- one plug ( enough for both driver right ? )

I am completely stranger to this things but I am gonna do this and does not look so complicated, all the time I can ask help from you or the people out there knows

just the question on my mind like this, I should put the potency meter betweende plug connection and cobs driver right ?

so about the A/V's power source I can use some batteries or simple phone charges 12v right ?
and what about the surface of aluminium its link 20x40x8cm can handle the load without fan or should I put one or two pc fans ?
actually the factory I ordered the piece will cover it some anodized material and they said it can handle up and down 160 watts then I split the system into two driver and the systems wattage rised like
4x36volt cob on 1050ma = 140 watt ( I will dim max on flowering )
2x9x2.4volt mono red on 700ma = 30 watt
2x9x3.6volt mono blue on 700ma = 44 watt
soo 200-210 wattages

would you guys please check my sayings and calculations then tell me your views

The HLG-B-drivers have a separat dimmer output. No need to add a dimmer between driver and wall plug!!! They are dimable in 3 different ways. Via resistance(poti), via 1-10v and via PWM.

The easiest way to dimm one of this HLG-B drivers is a 100kOhm poti.
If you want to dimm two drivers in parallel with only one poti then you need a 50kOhm poti. For 4 drivers a 25kOhm 1 poti is suitable and for three drivers a 33k poti, and so on...

If you want, I can make a part list of all the used parts in my lamps.

my mistake you are right b model will be for cobs only and the dimming also.
monos will be stable no dimming at all.
parts list would be nice when you have time but we see the real thing right after my cooling piece arrive I hope tomorrow
